DJT posted <a data-i13n="cpos:4;pos:1" href="https://s3.amazonaws.com/sec.irpass.cc/2660/0001140361-24-045260.htm">third quarter results</a> that revealed <a data-i13n="cpos:5;pos:1" href="https://finance.yahoo.com/news/djt-stock-sees-wild-swings-ahead-of-election-results-briefly-halted-for-volatility-203704121.html">a net loss of $19.25 million for the quarter</a> ending September 30. This was narrower than the $26.03 million the company reported in the year-ago period. DJT also reported revenue of $1.01 million, a slight year-over-year drop compared to the $1.07 million it reported in the third quarter of 2023. Over the past nine months ending September 30, revenue has fallen 23% compared to the prior-year period.

《施政報告》進一步放寬按揭成數，希望刺激投資者及換樓購買力，但實際上是將貸款風險轉嫁至銀行體系。政策能否達到預期效果，銀行是否願意配合是關鍵之一。因應貸款風險，銀行從今年第二季開始，對按揭業務態度冷淡，不但取消了回贈，還通過緊縮估價來趕走客戶。直到第三季末才見曙光，開始有銀行重新提供現金回贈，幾家大型銀行更率先推出定息按揭，對即將按揭的業主有何幫助呢？
目前市場上有三間提供定息按揭的銀行，包括滙豐、中銀及渣打，均可提供最長三十年期按揭；定息期過後，按現時P來算，三間銀行的按息都為4.375厘，相對於市面P按的3.875厘為高。
但定息期後的利率高低，不應成為選擇定息按揭的標準。因為定息期後，業主可選擇轉按至其他按揭計劃。選擇定息主要是希望在某段時期內利率不變，因此應該關注定息期內的息率是否吸引。
就定息年期而言，中銀提供較多選擇，包括兩年、三年、四年及五年的定息。而滙豐只提供三年及五年，渣打則提供兩年及三年。
視乎不同定息期，利率介乎3.15至3.35厘。選兩年定息期，渣打提供3.25厘是最划算的；若選擇三年定息期，三間銀行統一為3.25厘。如果選擇五年期，提供此期限的滙豐及中銀同為3.15厘。總結而言，現時三間銀行的定息利率比P按的利率更低。
舉例，借貸額100萬元，選擇五年期定息，每月供款4,298元，比P按的每月供款4,703元要少約9%。在五年定息期內，累積支付149,322元利息，比選用普通按揭省下35,458元。
選擇定息若要節省利息，前提是要判斷未來五年的利率走勢，因為若定息期內贖樓，三間銀行都會收取原貸款額的1%至2%作為罰息。罰息期較一般按揭的兩年為長，無論做多久定息，提前贖樓都會進入罰息期。
即使提前部分還款也有代價。滙豐會收取提前還款額2個月的利息及提前還款額的2%；渣打收取1%至2%的提前還款額；中銀則要收取一個月利息。
還需注意的是，部分物業不能選擇定息按揭，其中滙豐及渣打表明不接受加按或轉按作定息申請，也不接受居屋或有資助成分房屋。部分銀行亦不提供可抵銷按揭息口的MORTGAGE LINK戶口，甚至部分會有配額限制。
很明顯，定息按揭的最大吸引力在於低於現時市面的利率，但風險在於需要與銀行打賭未來利率走勢，還有其他申請限制，買家需自行評估風險。

《施政報告》進一步放寬按揭成數，從今天起，不論任何樓價，不論買樓作出租還是自住，按揭條款都看齊。逆周期措施時光倒流至2009年之前，實際上政府將貸款風險轉嫁到銀行體系。因為買家可以通過操作，合規地將供款佔收入的比例提高到50%以上，同時仍可以順利獲得銀行貸款，這樣的情況會否很危險？
根據最新政策，即日起，3,000萬元以上的物業可借取70%按揭，不論是個人購買，或以公司名義購買，自住或出租皆可適用。之前最高可借60%按揭，供款佔收入上限最高為40%，現在最高可借70%，供款佔收入上限改為50%。總之，各項條件都與普通自住買家一致。
放寬按揭成數是因為單靠內需未必能支持本地樓市，因此必須推動投資需求。放寬按揭前，一個45平方米的中小型住宅，樓價538萬元，買樓出租最多可借取60%按揭，需要支付40%的首期，相當於215.2萬元。
但在放寬按揭之後，因為可以按照自住物業的70%按揭比例，首期便減少到161.4萬元，貸款提升至376.6萬元。以目前最新的息口3.875厘計算，每月供款17,710元，若依供款佔收入一半的審批準則，收入35,420元即可過關。
對於收租投資者而言，購買出租物業所需的首期會因按揭成數的放寬而減少。實際上，這次政府將按揭成數放寬至與自住買家相同的水平，只要善用其他政策，足以讓收租買家在合規情況下減少收入要求來買樓。
金管局在今年六月宣布，若按揭借款人有租金收入證明，可以把投資物業的租金收入總額至少作20%扣減。簡單來說，就是金管局允許收租買家把物業的租金收入打八折後，計算作部分收入。
換言之，對於一個樓價538萬元的單位，原本需要35,420元的收入支持，但金管局允許將租金收入計算作收入部分，按現時同等面積單位租值18,270元計算，如果是連租約買入，可以將租值的80%計算入收入，即14,616元可被計入收入。
因此，當收租買家購買一個538萬元的物業，因為已有14,616元租金收入，意味只需持有20,804元的收入，便可以借貸購買該物業。以每月供款17,710元計算，單純對照借款人的收入，供款佔收入比率會一下子提升至85%。
當供款佔收入比率可以提升至如此水平，政府通過放寬政策來鼓勵投資者，實際上是將風險轉嫁至銀行體系。銀行是否貫徹執行相關政策，將是政策成敗的關鍵因素之一，而更重要的一點，當然是投資者的心態以及大家對未來前景的看法。
