樓價高企時，人人期望上車，但當樓價愈高，大家愈是抱怨未能上車，卻又愈希望樓價會回落；但當樓價真回落時，卻又舉棋不定，擔心愈撈愈底。現時仍未作入市決定的買家，他們內心所衡量的因素，已超過樓價高低的問題。

自今年二月全面撤辣後，樓市曾出現短暫小陽春，但很快便打回原形，撤辣效應也全面消失。當日被政府視為最後一根稻草，落重藥救市決心之大，卻因發展商爭相減價出貨而導致期望落空，本港整體樓價自高位的回落幅度，仍維持在25%左右。

對於多年來堅守不入市的準買家來說，今天入市可以打七五折。如以差估署的數字作基準，一層中小型住宅樓價在最高位時是759萬元，但同等單位的平均售價，今天已回落至558萬元。第一個問題是，這是否已回落至合理的可負擔水平呢？

金管局按揭統計調查顯示，高位入市的買家，平均按揭成數為55.4%，也就是說，一層759萬元的物業，買家平均向銀行借取423.5萬元。由於當時息口比現在低很多，約2.5厘左右，如果按當時平均供樓年期27年6個月計算，當時買家的月供是17,760元，計及當時的私樓入息中位數36,200元，供樓負擔比率是49%。

雖然今天樓價回落了，但息口卻相對高企。今天平均按揭成數是60.2%，若今天入手一層558萬元的物業，買家會向銀行借取335萬元。如以現時4.125厘息口水平計算，最新平均供樓年期是26年11個月，每月供款與高位時相差不大，每月需支付17,190元，只因今天私樓入息中位數升至39,700元，供樓負擔比率才跌至43%。

數字顯示，雖然息口高企，樓價回落之下，今天供樓環境確實比之前輕鬆不少，但準買家仍堅持不入市，也證明了樓價愈跌愈無人買的實況。因為在今日置業，準買家要考慮的除了是買得到與否，還有更現實的問題，包括銀行是否願意批出貸款。

息口高企，只要買家計算得清楚，又有充足入息支持，他們尚可勉強入市，但如果銀行收緊信貸，透過收緊估值令買家知難而退，則令準買家無所適從。因為如果準買家在簽署臨約至成交期內出現變化，銀行估值收緊則可能要買家補差價上會，甚至可能要撻訂離場。即使估價過關，銀行審批進度緩慢，對客戶的篩選，亦令準買家猶豫不決。

當然這只是一個因素，另一個令準買家猶豫的因素，是前景不明朗。尤其是以前高溢價開售的新盤，經常錄得大額超額認購，售樓處大排長龍，怎樣都覺得後市一定向好，但全面撤辣後的發展商，其開價策略反而一浪低於一浪，釋出「要錢不要貨」的心態，令準買家失去信心。畢竟發展商掌握市場脈搏一定比普通市民強，當他們也要早著先機大劈價出貨，很難讓準買家有信心。

所以，部份評論指出，當去庫存成為發展商的首要目標時，發展商訂價難免要與二手樓搶客，整體樓價也要受到壓力，這一點頗有道理。按此推論，當樓市繼續被一手樓主導下，可能要待庫存量跌至一定水平，發展商開始積極尋找土地發展機會，如積極投地等，再加上息口回落，慢慢刺激銀行放貸步伐，才有較大機會扭轉樓價愈跌愈不買的局面。
