政府全面撤辣後，樓市交投變得很暢旺，但最近還有另一個議題，也大家很關注的。所指就是垃圾徵費。垃圾徵費會在今年八月一日實施，雖然最終會否進一步押後或擱置，我們暫仍觀望事態發展，但如果真的落實推行，對我們生活又有什麼影響? 最近我們《胡．說樓市》都收到不少相關谷友查詢相關議題，所以也歸納了常見問題，跟大家討論一下。

要做到源頭減廢，政府決定透過立法對垃圾收費，由今年八月一日起，我們丟家居垃圾要付費。政策設有兩種徵收垃圾費的模式，第一種模式，也是我們最討論的，就是「按袋收費」。日後我們要買指定膠袋來丟垃圾、或大型垃圾貼上指定標籤，之後再由屋苑清潔工透過食環署或其承辦商的垃圾車收集、經私營垃圾收集商用壓縮垃圾車、甚或乎以螞蟻搬家形式把垃圾送往食環署垃圾收集站。

一共會九種不同size的膠袋可選擇，收費劃一為每公升0.11元，我們要按自己拋棄垃圾量選購適合自己垃圾袋。例如一個15公升的垃圾袋，日後要支付1.7元，再大一點20公升就要2.2元，如此類推。一些比較大的垃圾、垃圾袋不能裝上的就要貼上指定標籤，每一個標籤收費11元。指定膠袋及標籤可在不同超市、便利店及藥房購買。部份管理公司可能會在政策實施初期，協助居民去買袋，透過如此模式來買袋，管理公司可獲回贈指定袋3%作為服務費。

垃圾徵費另一個備受批評的地方，就是刻意買一個膠袋來盛載垃圾，這個舉動並不環保，尤其我們去超市購物，本身已經支付了一元買膠袋，回家拋棄垃圾時要再買指定袋丟棄，似乎跟環保的原意背道而馳。雖然政府容許大部份指定授權零售點「一袋兩用」，也就是說，買散裝單個指定袋來替代平時的膠袋，以便回家後可用來盛載垃圾。

但實情有部份商舖仍未做得到「一袋兩用」，而且，我們日常生活中，未必事事買指定袋來包裝貨品，如買一盒外賣本已有膠袋包裝、去街市買蔬菜也用膠袋包裝，但之後都要拋棄在指定袋內，這些大家都要留意。

另外，由於清潔工要確保垃圾妥善包裝，如果鄰居不聽從指示以非指定袋來包裝垃圾，又或者清潔工人根本未能確定來源的違規垃圾，清潔工是要抽出相關垃圾，再由指定袋包妥或貼上指定標籤。屋苑要為部份居民「包底」。「包底」由誰人去支付，以及公共地方的垃圾由誰人支付等問題，居民也應該要去找管理公司商討。

除了按袋收費，第二種收費模式是按重收費。大家可以不用買袋包裝垃圾，而是在收集垃圾後，才一次過在廢物轉運站或堆填區，按磅重重量來結算，收取俗稱的「入閘費」。「入閘費」多少視乎運往不同的地點，每公噸收費為365-395元。所以基本上，如果你的屋苑已經採用了買袋模式來處理垃圾，大抵上是不用繳付「入閘費」，這樣可避免「俾完又俾」的雙重徵費問題。

雖則說不會雙重徵費，但其實，在實際執行是有可能要「俾完又俾」的。因為最終需否支付「入閘費」是取決於由哪一種垃圾收集車輛把垃圾運走。一般由食環署或承辦商的垃圾車隊收集垃圾、或私營垃圾收集商以壓縮型垃圾車收集，只要用上指定袋或標籤，都不用繳「入閘費」；但在少數情況下，透過私營垃圾收集商以非壓縮型垃圾車收集，則怎樣也要支付「入閘費」。所以作為業主要跟管理公司確定屋苑用哪種方式來收垃圾、以及怎樣運走。
