STORY: Arriving for the second day of a NATO Summit in the Spanish capital Madrid, Kallas said Russian President Vladimir Putin was more likely to respond through hybrid warfare methods.

"We have to expect some kind of surprises from Putin, but I doubt that he is attacking Sweden or Finland directly. We will see cyberattacks, definitely," she said.

The comment came two days after NATO member Turkey lifted its veto over the bid by Finland and Sweden to join the alliance after the three nations agreed to protect each other's security.

Putin said on Wednesday (June 29) that Russia would respond in kind if NATO deployed troops and infrastructure in Finland and Sweden after they join the U.S.-led military alliance.

"This is the style of this (Russian) regime to try to scare us, to show us as weak, as not decisive but I think we have (a) historic opportunity to prove that this time everything will be different and Europe, NATO will be strong," Lithuanian President Gitanas Nauseda told reporters.
